1. Acceptance of Terms
By accessing or using PermitPro, you agree to be bound by these Terms of Use and our Privacy Policy. If you do not agree to these terms, do not use the application. These terms apply to all users, including contractors, homeowners, building officials, inspectors, engineers, and architects.
2. Description of Service
PermitPro is a digital permitting platform that facilitates the filing and management of construction permits across 36 municipalities in Passaic County, Bergen County, and Essex County, New Jersey. The platform supports four permit categories under the New Jersey Uniform Construction Code (UCC):
- Building permits (alterations, new construction, demolition)
- Plumbing permits (fixture installations, water heaters, backflow preventers)
- Mechanical permits (HVAC installations, equipment replacements)
- Construction permits (foundations, structural work, site development)
3. User Accounts and Roles
You are responsible for maintaining the confidentiality of your account credentials. You must provide accurate and complete information when creating an account.
- Contractor, engineer, and architect accounts require valid professional licenses issued by the State of New Jersey
- Building official and inspector accounts are verified by their respective municipal building departments
- Homeowner accounts are available to property owners within the covered municipalities
4. Subscription Plans and Payment
PermitPro offers the following subscription tiers:
- Free tier: Available to municipal employees (building officials, inspectors) and homeowners at no cost
- Monthly plan: $29.99 per month for contractors, engineers, and architects
- Annual plan: $249.99 per year for contractors, engineers, and architects (equivalent to $20.83/month)
Subscription fees are billed in advance and are non-refundable for the current billing period. You may cancel your subscription at any time, and it will remain active through the end of the current billing period.
5. Digital Stamps
Digital stamps are electronic representations of your professional seal. By using a digital stamp, you certify that:
- You hold a valid license issued by the State of New Jersey
- The information in your digital stamp is accurate and current
- You have completed the annual verification process ($20 fee) at the applicable municipal building department
- Your physical raised seal stamp matches your digital stamp on file
Misrepresentation of license information or unauthorized use of a digital stamp may result in account termination and referral to state licensing authorities.
6. Permit Applications
All permit applications submitted through PermitPro are subject to review and approval by the applicable municipal building department. Submission does not guarantee approval. You are responsible for the accuracy of all information provided in permit applications, including but not limited to:
- Property information, addresses, block and lot numbers
- Scope of work descriptions
- Insurance and license information
- Owner certifications and attestations
- Compliance declarations (asbestos, lead paint, zoning)
7. Fees
Permit fees are set by each municipality and calculated based on their published fee schedules. Fee components include base fees, sub-code fees, technology fees, and state surcharges. All permit fees are non-refundable once a permit application has been submitted for review. Digital stamp annual verification fees are $20 per municipality.
8. Compliance with Laws
Users must comply with all applicable federal, state, and local laws, including but not limited to:
- New Jersey Uniform Construction Code (N.J.A.C. 5:23)
- Home Improvement Contractor Registration Act
- Professional licensing requirements
- Local zoning and building ordinances (N.J.S.A. 40:55D-70)
- EPA Renovation, Repair, and Painting Rule (40 CFR Part 745) for lead paint
- Workers' compensation requirements (N.J.S.A. 34:15-36)
- False statement penalties (N.J.S.A. 2C:28-2)
9. Owner Certification
Property owners who certify permits through PermitPro acknowledge that false statements are subject to criminal penalties under N.J.S.A. 2C:28-2. The digital owner certification carries the same legal weight as a physical signature on a paper permit application.
10. Inspections and Self-Inspections
Inspection results recorded through PermitPro are official records of the municipal building department. Self-inspection checklists completed by contractors or homeowners are subject to review by the building official and do not substitute for required municipal inspections unless explicitly approved.
11. Limitation of Liability
PermitPro is a filing and management tool. We are not responsible for:
- Municipal decisions regarding permit applications
- Inspection outcomes or code compliance determinations
- Delays in municipal review or approval processes
- Accuracy of municipal fee schedules or code requirements
We do not provide legal, engineering, or architectural advice. Users should consult qualified professionals for project-specific guidance.
12. Intellectual Property
PermitPro, its logo, design, and all related content are the intellectual property of PermitPro and are protected by applicable intellectual property laws. Patent pending. You may not copy, modify, distribute, or create derivative works based on our platform without written permission.
13. Account Termination
You may delete your account at any time through the Profile settings. We reserve the right to suspend or terminate accounts that violate these terms. Permit records previously filed with municipalities will be retained as public records per New Jersey law.
14. Dispute Resolution
Any disputes arising from these Terms of Use shall be governed by the laws of the State of New Jersey. You agree to submit to the exclusive jurisdiction of the courts located in Passaic County, New Jersey.
15. Changes to Terms
We may update these terms from time to time. We will notify users of material changes through the app or by email. Continued use of PermitPro after changes constitutes acceptance of the updated terms.
